Always figured it was both, once it began, and history seems to have proven that out.

I agree. It was clear that Bill's team building plan was to build a blue collar team with solid players from 1-53 but no splurging on the TOP guys as he figured he could coach up the defense and Brady would make the players on offense better - take a C and make him a B, take a B and make him an A. It is hard to argue against the strategy given it built a dynasty. What I hate now is the historic revisionism. When Brady left and Bill started losing, again, he blamed Kraft and the money. That is easily his biggest slight against Brady. Brady is the one that made his team building strategy work because the guy was a maniac and a force multplier that the game had never seen and will never see again.
