Ok, so the Buffalo coaching staff is as stupid as the day is long. They've got an O-lineman limping around, but the don't call the timeout. Instead, another sack of Allen happens, and then the Bills call a timeout.

And there's another sack of Allen after the down/distance change, because they didn't call the timeout for the injured player.
