A win in 2007 gives TB 4 rings at that point, meaning he'd only add one more over the course of about 15 more seasons, so the legacy narrative would change radically, from "Could win at any time over 20+ seasons" to "Look at that 7 year span!". Of the two options, I prefer the one he has.

7 rings. Easily. If he won in ‘07, we’d only have four rings and the greatest season of all time (which would be debated). I’d rather have 6 rings as a Pats fan.
