The Patriots manipulate the cap in order to make it look like they're paying out, when they are actually a bottom of the league team in terms of actual payout. The Chiefs, like the Eagles, manipulate the cap in order to pay players that can help the team (admittedly, it helps that the Chiefs ability to draft/develop at the CB position allows them to avoid getting too bogged down in big money deals there, which leaves more money available for lower cost positions).
